Development Permit Application

All properties within the town limits and the Extraterritorial Jurisdiction of Carthage shall submit a Development Permit Application prior to any of the following projects:

  • Construction of a residence (to include installation of mobile homes) or commercial structures.
  • Construction of an accessory structure (residential or commercial) to include: decks, patios, sheds, barns, fences, walls, porches, pools, residential/commercial exterior additions or other exterior project that may alter the footprint or appearance of an existing structure or that will add to density of structures already constructed on the property.
  • Installation of permanent signs (commercial or residential). 
  • Temporary banner signs.
  • Home occupations.
  • Demolition of a primary structure or commercial building.
  • Add an accessory use.
  • Alter a commercial use (Example: when a commercial space changes from retail to restaurant).

This is not an exhaustive list and some projects not listed here may still require a permit. If you are unsure if a permit is required please contact Town Hall for assistance. Please see the Schedule of Fees for associated costs of various permits.

NOTE: Permits may also be required by the Moore County Planning and Inspections department. You will need a Town of Carthage permit prior to seeking a County permit. Please visit www.moorecountync.gov or click here for more information.
