A community is not created by its government; it is created by its people.

The Board of Commissioners is the governing body of the Town of Carthage, consisting of six members who are elected for three-year terms. All of the members, including the Mayor, are elected by the citizens of Carthage. The Board of Commissioners sets Town policy, enacts ordinances, conducts public hearings and adopts the Town budget each year.

There are also a number of advisory boards to help plan and recommended changes to policy, improvements to the town and community development. These advisory boards and their citizen members are crucial to ensuring that the Town of Carthage remains a community created by the people, for the people.
