Administration

The Administrative Staff assists the citizens of Carthage with a variety of services including utility billing and payments, sale of cemetery plots, distribution of information, and implementation of ordinances and other decisions made by the Board of Commissioners. Town staff work Monday through Friday from 8:00 a.m. to 5:00 p.m. inside the Town Hall Administrative Office located at 4396 Hwy. 15-501, Carthage, North Carolina. 

Emily D. Yopp, Town Manager (Email)

The Town of Carthage operates under a Council-Manager form of government and shall appoint a Town Manager. The manager serves as the Chief Administrative Officer of the town and is responsible for the daily operation of all departments. Work involves planning, coordinating and directing departmental operations, functions, programs and finances. The Manager supervises and evaluates department heads, implements policies and directives of the Commissioners and prepares the annual budget. The Manager exercises independent judgment in the interpretation, application and enforcement of laws, regulations and policies. 

Kim Gibson, Town Clerk (Email)

The Town Clerk attends all meetings of the council and most of its committees and records official actions, acts as custodian of all legal documents pertaining to the Town and prepares and publishes Town ordinances, resolutions and notices of public hearings. The Town Clerk also prepares and distributes board and committee meeting agendas.

The Town Clerk also serves as the Development Administrator and assists with planning and zoning meetings and processes as well as issuing a variety of permits.

TBD, Customer Service Specialist (Email)

The Customer Service Specialist is responsible for serving the citizens of Carthage in a variety of ways. Some duties include utility billing and payments, establishing new utility accounts, business licensing, town event planning, town newsletter editing and distribution, public building rental management, and much more.

Kesha Matthews, Finance Officer (Email)

The Finance Officer keeps the books and accounts of the town, receives and disburses all moneys of the town as required under state law, countersigns and preaudits all checks, drafts, contracts, purchase orders, or other documents obligating town funds, reports to the Board of Commissioners concerning the finance of the town. Other responsibilities include Human Resources duties and keeping of personnel records.

Kathy Liles, Town Planner (Email)

The Town Planner is responsible for working with individuals who wish to develop property within the Town of Carthage or its Extraterritorial Jurisdiction. From large projects such as major residential subdivisions, Planned Use Developments and commercial development to assistance with rezoning processes such as straight rezoning, conditional zoning, variances and special use permits. The Town Planner presents all reports to the Planning Board and Board of Commissioners as they pertain to public hearings for planning and zoning matters and leads the effort to develop plans to guide growth and development within the Town.

Jamie Sandoval, Development Administrator/Management Analyst (Email)

A Development Administrator is responsible for issuing permits within the Town of Carthage planning and zoning jurisdiction. The Development Administrator also assists in reviewing a variety of development projects to include major/minor subdivisions and commercial development. A Management Analyst is knowledgeable in all administrative departments and assists each department in many day-to-day duties as well as special projects such as developing policies, forecasting revenues, ordinance review, and assisting the Town Manager as needed.
